Policy
A cross‑border North American cap‑and‑invest system that drives net‑negative emissions — pairing deep emissions cuts with new carbon‑removal capacity. We help state and local governments reach net negative no later than 2050.

The Reframe
We made a mess in the atmosphere — and messes can be cleaned up. Cleaning up legacy carbon is how we not only stop climate change but begin to reverse it. After decades of slow progress on emissions, that cleanup is no longer a "nice to have." It's required to keep the planet hospitable.
Tons of CO₂ humanity has emitted since 1850 — much of it still overhead. (IPCC AR6)
How the IPCC describes carbon removal on any credible path to net zero.
Our Initiatives
One mission on three fronts — the policy that funds the cleanup, the projects that prove it, and the people who make it possible.
A cross‑border North American cap‑and‑invest system that drives net‑negative emissions — pairing deep emissions cuts with new carbon‑removal capacity. We help state and local governments reach net negative no later than 2050.
We develop and support carbon‑removal projects across multiple pathways — proving what actually works in each region before it scales.
Finance is the near‑term bottleneck, so Carbon CSA invites eco‑conscious people to chip in a few dollars a month — funding real carbon removal while learning how the cleanup works.
About PacCLEAN
Founded in 2021, the Pacific Coast Legacy Emissions Action Network is a “think‑and‑do tank” focused on cleaning up climate pollution through both policy and practice.
We work with state and local lawmakers and agencies to craft policies that expand Greenhouse Gas Removal (GGR) capacity on the Pacific Coast and beyond. Some of our wins:
We educate the public on the need to clean up climate pollution — and on the hope GGR offers for restoring the climate we inherited from our ancestors. That work happens at public events and through Carbon CSA, our new program offering farmers’ market shoppers the chance to buy pounds of carbon removal alongside their fresh produce.
We also plan and execute carbon removal projects, primarily in the Pacific Northwest, focused on advancing the state of the art with rigorous science. Our project at the Mallonee Organic Valley Dairy Farm is the first successful enhanced weathering project on the West Coast, and the first to deploy two different kinds of in‑ground meters to measure the CO₂ removed. Our new Salish CDR initiative explores the intersection of carbon removal and ocean de‑acidification.
A North American Emissions Trading System by 2030 that aligns with current climate science — with a net‑negative target, and with carbon removal counted as a necessary part of the solution. State and provincial action can get us there regardless of how long Congress stays frozen.
